I cleaned up the instrument panel and manage to remove it from the lay-ups but not before I had drilled the mounting holes on both sides and above the keel. With the panel out I then put the screws through the flanges, spun on a nut plate, drilled the holes, and put in the pop rivets to hold the nut plates on. I am using countersunk bolts so I had to use a rosebud bit to allow the screws to sink into the panel. I put it all back together and it looks very nice.
